Commenting on the WMO report, EU Climate Action Commissioner Connie Hedegaard said: ''While the EU reduced its carbon emissions by 2.5% last year, continuing a decreasing trend since 1990, global emissions hit a new record high and grew faster than ever. This clearly underlines the need for all major emitters to reduce their emissions to face this global climate challenge. And even though the EU did not contribute to the global emissions increase, we know that we have a special responsibility as a big emitter. That's why our leaders have pledged to agree next month on the EU climate and energy targets for 2030, thus taking the next big step in the low-carbon transition in Europe.''
